Did you make sure you were level 50 and had positive cod points? If you did, try buying things right after you leave, then sign out and sign in.

At the very beginning of the match, to be honest..I have no idea, if someone leaves and there is a host migration (they were host) right after the map loads quickly press SELECT to check the scoreboard, whoever has full green bars is host, typically everyone else will have red bars.
