I can't figure out what "V_IN1 or V_IN2" stands for

The board or the components? You have a IC chip, Capacitor, resistors, ferrit coils, diodes, etc

Oh those to words? They stand for the voltage in 1&2, seems like the cable has 2 voltage points on it.
