Another interesting thing I have found is that next to all the other characters it says (voice) stating they are voice actors, next to 'Zombie leader' it doesn't say voice, what could this mean?

It probably means he is the head in the department or a zombie voice actor for one of the guys in MOTD which means there is a mastermind behind the whole plan in MOTD

Nope he definately has something to do with the map itself in game, there is a list of other important people there too, such as the writers and such.

He is listed under stunts, and Joe Pantoliano is listed as his stunt double, no one else in these lists are in the in game list, so why is he there?

There is no one like a zombie leader in the intro, the only other actor in the intro is the warden and if it was him then he would have to be the leader of the zombies, which im pretty sure he isn't, unless thats a plot twist.

when they make games they have people do motion capture to make the zombies fall and die in a marginal realistic manner he is probably the person who wore who suit and did the falls for the camera.
