I figured that was the problem, But i didn't want to fiddle too much and give too much power rather than what was required. Who knows, but I think it's okay for now. Probably going to ell my notebook tomorrow and buy a new Mobo, CPU and Cooler. thanks for the help guys

Reattach your heatsink and fan to be sure that they are attached properly.
