Default Permissions Package $3: Your server will be decked out, all ranks and permissions will be added and is an offer you can't miss out on. It is a one time offer and no follow ups will be given, but permissions will be checked and everything will work with that version.

Because if you want it done professionally they charge. 99/100 people that do this for servers with 200 people on at a time charge for permissions. I am one of those people, and I charge a quite cheap amount.

to be honest i do this for free and it really isn't that hard to do so whoever pays for this service must be pretty stupid.

Yeah, I agree with what other people have said.
I highly doubt people will pay you on this site to do something which others, including myself, have been doing at no charge.. for quite a long time actually.
Permissions aren't professional at all. They aren't hard to do either. The most professional thing you could do with them is list the permissions in a nice order for each rank (such as alphabetical based on the plugin used), set up a hierarchy instead of doing completely separate ranks and so on. They aren't necessary to charge for and is just taking advantage of the fact that people don't realise how easy it is to do.
Not to mention this is most likely against the rules of ttg to charge people for a simple service.
Considering my own permissions file is 327 lines of permissions and has 42 different plugin set up within that.. I know how to set them up.

It can't be done professionally unless you've coded your own permissions plugin that is "god" like and only you know how to use it. Get learning some java.

Just so you know. javascript is not java. Plugins are coded in java, not javascript.
