I have had my PC since Christmas last year, I have an Intel I7 3930k Extreme edition processor, and I feel like the GTX 660 TI is bottle necking my processor, I was wondering, should I sell my current Evga 660 TI GPU and buy the new 780, or should I just by another 660 TI and just run both in SLI. Thanks in advance

That's not how it works.....
If you're satisfied with the performance of the 660 ti ( which unless you're running a super high resolution I don't see otherwise ) throwing money at the build is pointless!

The 660 Ti is still a very capable GPU, the only time I would encourage you to upgrade would be for 1440p gaming - the 192 Bit memory bus really does struggle.
A single GPU is always better than dual GPU configurations, mainly because of driver compatibility. You get limiting factors such as scaling, motherboard PCI E lanes and memory bandwidth (something the 660 Ti doesn't have very much of as previously stated). Until drivers are better enhanced for SLI/Crossfire, a single card will give smoother overall gameplay.
There is no point in upgrading if you're only playing in 1080p.
