I'm not really sure what I'm doing here, So my laptop has 2 dual core processors. What will happen if I turn the second on ?

It will explode and you will unleash the machine sprit upon your self damning humanity to a life time of slavery. Nothing will happen bad, you will see increased performance as the other core withh take some of the load off the cores that are on, faster load times are what you will see initially.

Dualcore; Meaning it's one processor utilized in a way to divide the loads between two threads.
Essentially, One Person carrying a large load takes a while, But if two are carrying the same load it's quicker.
There's no way to turn it "On", it's already on by default.
