Infinity Ward directly stated that the game is not about Ghost because he is dead. When they were making MW3 Robert Bowling said that Ghost is not alive.

To be honest, I'm pretty confident that he's alive considering the game is called Call of Duty: Ghosts, and the supposed story-line (or Call of Duty in general) is nothing to do with 'Ghosts', unless you're talking about 'Ghost' of course.
