Does it freeze just when uninstalling games or also when playing or doing other things?

just mid installation it freezes

Could be an issue with the HDD it self! Since nothing else affected including game play then it's probably nothing to do with the RGH side it self. You could try and format your HDD and see if that fixes the problem or test a different HDD in the console.

i reset the HDD about 2 times and still xex menu,fsd,fx menu keep freezing

still freezes now in game
