my end portal wont work i know how to build but its just not going to work ive tried it in creative mode on peacefull on hard and it will not spawn! whats wrong?

It has to be 5 up and 4 across made out of Obsidion and has to be set a fire in the bottom middle by flint and coal on the 2 blocks

Build the portal, fill the eye of enders, then destroy one and replace it
