How exactly did you update your iPad to iOS 7. I really hope you didn't press shift+restore.

i did that with my iphone 5 and im actually a registered ios develoepr for apple and have had no problems at all. the only reason why he has been having problems is because its the first time ios 7 is on the iPad

Theres problems with the activation servers at the moment ( well at the time of your last post at least) if its still not working try another connection, it worked for me.

Mine would not work at all last night, so I just tethered it to my iPhone and it activated, then put it back on wifi.

If you can get the Apple logo, there it is almost certain you can get into DFU mode if you do it properly. If you can't get into DFU, you have seriously messed something up.

It worked for me but now i have to enroll in the dev progam just to use it.

You don't have to you just did the free install wrong.
