Just delete Hal.Dll, it's a pretty common problem i've had lately. The Hardware Abstraction Layer is a useless file so just remove it, it just adjusts your audio so one application isn't too loud.
Where is it?

Right click your volume control button in your system tray, and click "Sounds". Now in the new window that opens, switch to the "Communications" tab, and make sure you have the very bottom radio button selected, it should say "Do nothing."
Now, you should hear both communications and whatever else you have on in full volume.
