I actually didn't know about that in WaW. But do you mean Der Reise or Shi No Numa? I don't remember a hanging person in Der Reise at all.

I'm sure the final map pack will tie in the new characters and the original characters(Samantha in Richtofen's body) to try and reverse what Richtofen has done or it will be a race against sides and whichever team does what Richtofen says first, gets to live.

It was on Der Reise and you didn't have to be out of the map. In the room above the furnace, if you looked out the window into the building adjacent, in a room you'd see a hanging man, but the actual words "teddy is a liar" is beside the room, not in it, I'm pretty sure.

No WaW was. On Der Riese there was a little mini game where you could play hide and seek with teddy bears. It was nothing really special but that's when they started.

Teddy is a nickname for Edward. Edward is Richtofen's name.
