Actually they are illegal. Under the Digital Millenium Act of 1998 it clearly states that you can not alter media to remove security features which were created or installed to said media. Example would be the RSA checks, you are legally not allowed to remove RSA checks. That is the entire basis behind the jtag, it removes the RSA checks to allow unsigned code to run. With that said, even if you created your own games it would still be illegal to own a jtagged xbox because he removes security features that were installed. There was a post on Se7ensins about this and the Digital Millenium Act and they had even quoted parts of it.
Fact: Jtagged Xbox's are Illegal as they contain software which has been altered in such a way which removes security and anti-piracy measures.

So does the USB always have to be plugged in for XeX Menu to work?

Or could you install the game onto your jtag?
