It is stuck in an infinite loop of turning on and back off, please help!

Try to put it into DFU/recovery mode.

if you did in fact do this illegally, apple locked up your phone. you will have to wait until the actual update comes out in the fall. i really hope you didnt download this illegally because there is no way around getting out of it. my dad works for apple. he has had tons of kids walking into the store asking the same question

Just do what Baseband said and enter DFU mode. If you don't know how to either Youtube it, or download a program called iReb and select the idevice from the following image--> [ Register or Signin to view external links. ] then download the correct .ipsw [ Register or Signin to view external links. ] Start up iTunes and goto iDevice press "Shift/Command+Left Click" on restore find the iPSW file selected it, and you should be restoring your idevice. If you have any problems just PM me.
