No when you select your character it resets the health value. You have two options download a existing save or make you own. Download skyrim for pc (there are ways to get for free) exstract the file in the content tab of your skyrim save. Rename the .XXX file name to the pc file type and place it in the skyrim pc save game folder.

In all my previous games in which I had modding done before CC it never reset any health, magicka or stamina changes. Plus with all the saves posted for download on the net they never get reset. But if you cannot play skyrim on your PC then your best option is to upload a save you want modded and make a patient, polite and correct request in the mod thread.

Because they take the time out of their lives to do this for free instead of doing other things they could be doing, such as spending time with friends or family. So they do not want to waste the time having to create the saves just so you can have them, they request that you provide the save otherwise they won't work on it. And some just don't do it because they can't be bothered, but mostly its because it can take a long time to do it.
