All she would have to do is say, "No, it's water." For her to run away just makes it more suspicious. The narks were just doing their job. Now should she get punished in a court of law, gosh no. But I can understand why she got arrested.

That is truly awful, not sure how you can get water bottles confused with alcohol to be honest.
