I Was chatting with xbox support. Multiple Times actually and they all told me 12am Pacific

i've been keeping track of that release time and the new league play season start...

oh and a tip! - Get the map pack as soon as it comes out! as there will be xbox errors on marketplace for a few hours maybe longer after the a few thousand downloads as it will be over flowing with downloads and it wont be able to handle it and will give alot of people errors for a long time.. last few dlc's most of my friends have had to wait about 3-14hours after the release to get it.
