Its located in a small alley way right next to the jail. You have to unlock the cell freeing the Lee roy(the giant). So you get to step outside and follow you to it(takes 5 sec, your practicly there) And you give him the booze. He will dance around like a tard for a sec then run into it taking out the debree. Then you just buy it
