Ok so i wanted to get a new mod menu for GTA IV, i've had the same mods for a year and a half and i wanted to upgrade since i don't have anything else to do. I forgot how it goes but i successfully burned my disc on imgburn with NO errors. Then i get to the xbox..
EVERY. SINGLE. TIME. I ran through 2 discs, both with the same mods, stopped at 51%. WHY?!
I've hotswapped countless times (maybe more than 30 times) yes i really did that, anyways, it doesnt stop at 50, 49, 48, etc, IT ALWAYS STOPS AT 51%, it doesn't even make an effort to make it to ATLEAST 52%, i need help... I have a slim 4gb with my hard drive hooked up to a data transfer kit, a 2gb flash drive, i tried all methods such as, installing offline, used different profiles, cleared all of my drive's system caches, get it to 1% then hotswap, etc you name it i did it. Its not my xbox or its laser because i have 2 discs with old mods and i even hotswapped those, BOTH INSTALLED TO 100% WITH NO PROBLEMS. So i need somebody's help... what do you suggest?

gta is 6gb your Xbox is 4gb that is your answer so just put your none modded disc in then hotswap at the dashboard then press play

I have a hard drive connected to a data transfer kit but i forgot to mention its only 16gb but i have 13gb open. I thought about it and its probably my laptop drive.. im just going to go buy an External DVD Dual Layer Burner

I used abgx360 before and after i place the mods, every single time. Im upgrading to XMC's mod menu or something like that i saw it on a youtube video. But like i said below im just going to purchase an External Dual Layer burner and try again because thats probably the problem.

Did u reset ur system cache on your hard drive , flash drive 3 times and unplug ur router while doing it

Disk not installing past a certain %?
This is becuase you need to clear your System Cache 3 times in a row on all you're conected storage devices, Then you need to re-boot you're Console and try to intall them again.
And if that still don't help you then try installing the mods OFFLINE.

i did everything you said before i made this post. believe me, my other mods work but when i try to install new ones it never goes past 51% it stops there flat at 51%

did it stop at like 50%? because its because of what kind of disc you used because even know it might be a DVD R DL disc unless its a verbatim disc it wont work i know this from experience:)
