This question even sounds kind of dumb to me, but I just want to make sure so I don't waste my time.

Can I use current mod menus on the original GTA: IV disc with DLC already on my xbox, or do I really need to get the EFLC disc?

you need the eflc disc DLC from the marketplace will not work

You need the disc, because you can't mod the .ISO file that has already need downloaded to the hardrive.
