At least I have a vouch. I have been RATed twice. First time, I was scared AF. But then we became really good friends and now I can do it. But I am not as experienced. It is scary1

SWATing is another term for "boot". He can boot/swat you offline. Depending on how much money he spent on his booter depends on how long he can boot/swat for.

What is his Skype name? I'll deal with him. Right click on his name and select 'view profile' and then tell me his skype name.

It's easy to change your IP.

One way you can do it is just unplug your modem for a few hours then reconnect (only will work with Dynamic type IP)

If you're actually really worried, call your ISP and have them change your IP.

He only has your IP, which all he can do is hit you offline. He doesn't have your personal information.
