I can't sign in, and i can't even open Xbox.com i keep getting "Oops! Google Chrome could not connect to [ Register or Signin to view external links. ]

Mine is working just perfectly, I can connect to the site just fine. Have you tried restarting the browser? And I'm using Chrome also and I can use the site just fine..

yes i also reset my router and modem but didn't help. could it be someone messing with my IP address

I highly doubt it, I've noticed that many people are having the same problem as you recently.
Hell, I've had it happen quite a bit. I just try to reload it overtime and it'll come up.
