The S4 is 4G/LTE capable, however the carrier has to offer 4G capabilities.
I'm on 3 using an Xperia Z and think the internet is plenty quick enough.

That's quicker than my house internet speed:

Currently, the only company to offer 4G is EE, and they have terrible bandwidth limits. I have totally unlimited internet plus calls and texts for 15 quid a month.

Thank you, I'm also on 3 and they're great, haven't had problems with the service!
I've got the S4 with 2,000 minutes, 5000 3-2-3 minutes, unlimited texts and unlimited internet for 38 a month

The S4 is LTE capable. 4G is only worth it if you live close the the city. I live about a 20 minute drive from the city centre and I can only achieve 17-41 Meg on 4GEE on my S4, the signal was also pretty poor.
Hope I've helped.
