Say you are playing bf3, and you can only play on low settings. If I Upgraded graphics cards would be able to play on medium or high?

Yes, graphics cards control the gaming performance you get from certain games and to a smaller extent the other components in the system can affect it too.

if there are games which are cpu related that can affect it to.

but graphics card in most cases yes

In most cases yes like the other people said. Games like Planetside 2, and even minecraft, hold onto the CPU and RAM alot of the time
