Do you have some mod enable? Because when I load my save, it says that some content cannot be loaded. I don't know, but maybe it's the problem :3

Its an xbox save so I dont know if you can change it to pc for the console commands but if you can please do-

You probably forgot to add the value to some of your items. That's what happened with me when I asked for weapons and armor.
