I'm guessing that based upon the GPU, you're building a gaming computer, is that correct? Because if so, it seems that you've got a decent build going on.

TR2 units are no good. If you want something cheap and don't care about Haswell's low-power states:

If you want a unit that's a bit more expensive but supports the C6 and C7 states:

whats C6 and 7 lol, sorry new to this, and also would i be good to overclock right away or just wait, if i have to overclock right away ill buy the cooler

They reduce power consumption at idle. This feature of Haswell is aimed at mobile platforms and actual power savings are marginal for desktops.

I would also suggest buying the cooler now because you won't have to remove the stock cooler and its thermal compound at a later date. The price on the cooler is also very low right now. The ETS-T40 should perform a bit better than the hype-machine Hyper 212 Evo for what is currently a lower price.
