Plug in modem. Wait 1 minute and press refresh. Your new IP address should be there.
Spoof your MAC address.
What is a MAC Address?
To Simply put your MAC address is a unique ID assigned to your network card or router.
Example:
My ISP for instance, sees the MAC address of my network card, and always assigns me the same address, even if my router or modem are off for extended periods of time.
So i use a program called Technitium MAC Address Changer Very simple program and very useful. You can change you MAC address with this as many time as you want, and go back and use a old MAC address if you want.
How it Works:
Let's say your ISP assigns your ip 1.1.1.1 with MAC address A
You spoof your MAC address to MAC address B.
If you reconnect, you will now see your IP address has changed to 1.1.1.2
Need a new IP? Change your MAC address to C, and now your IP address is 1.1.1.3
But Wait! Need to use the address 1.1.1.2 for some reason? Simply change the MAC address back again to MAC address B. and BOOM

Um... your first example, using the command prompt, will not give you a new global IP address. Your PC you are on will simply look to obtain a fresh address from your router's DHCP pool. Thus changing only your local IP address.
When talking about "changing IP's", please use correct terminology to prevent people from being confused. Internal IP addresses can be changed easily, by your choice, and have no meaning outside of your home network. Global addresses are what the world see's you as, which is not as easily changed. Your second method will not always work due to the nature of how ISP's handle DHCP, and how DHCP works in general. You may have to stay offline for an extended period of time with your second method, if you want a fresh IP.
Sorry if I confused anyone, I just wanted to give me two cents of the subject. And oh, last thing I want to say, mac address spoofing can potentially breach your contract with your ISP, and falls within a gray area of the law.
