The only way you can change your name is if you were to spend money on Gold, where you are allowed one name change. It can not be requested.

Another way you could get a name change is if your username is terribly annoying and you go into the ShoutBox, Sean'll get annoyed and give you a free name change. (;
Probs won't happen unless you have 7,000 o's in your name though.
