So if I recovered the dashboard off someone else's account it would go on my account and this would allow you to download it off my account.

I don't think it works like that. You have to recover the account of the person who signed up for it. Then when you recover it, it would prompt you to update.

The one you got it from. Im not entirely sure yours will work after you get it. It might but I'm not sure.
