You can with HxD or Horizon Diamond, But it's risky to use the saves online. And a lot of people don't want to spend money to get Diamond for the save editor, So they just post their saves on here and ask somebody to mod it for them. Thankfully, TTG has an awesome community and a lot of people are kind enough to do it.
