How many DIMM slots do you have (slots to place memory) on your motherboard?
If you only have two, remove the 2nd stick and leave the 1st one in and try to boot up the PC. If this doesn't work, remove the 1st stick, and put the 2nd stick into the first slot and try again. Let me know what happens.
Doesnt matter which is which, pull both out and try each one individually
Probably, if one works and the other doesnt then you found the issue

Yes, even though there are 2 sticks, 1 dead stick won't allow the PC to boot. You are going to have to use the working one for now until you can get another. (If this is even the problem)
