My xbox disc tray keeps opening and closing on one of my xboxs so I switched xbox's and put the same hard drive in but it wont let me play my map packs that I I downloaded on my other xbox but on the same hard drive, why?

I think it is because you switched Xbox's.

You don't have licenses for those new packs.
You either need to sign in to LIVE on the account that BOUGHT the packs or license transfer and redownload the content.

Click the eject button and punch the side of your xbox or place your xbox on its side if its face up happens with mine

What he said above ^^^ make sure when you license transfer that you download ANYTHING that you will need, because you will not be able to do it again for about 5 months

You don't have the license required to play them. Go to your account on the dashboard and license transfer, then you can play them.

It's a different console though.
Microsoft obviously doesn't want people giving their harddrives to other people and getting free DLC.
