PCIe 3.0 are backward compatible so will work with a PCIe 2.0 board.
For a card recommendation what is your budget and which other components do you have.

There is never a perfect graphics card for a certain motherboard. Typically a choice is made on whatever the best card is that you can afford.
If you have no budget then I like the GTX660. It's a mid end reasonably priced card that handles games pretty well. It might not max the most demanding games but it'll do. Bear in mind this card will require a decent power supply.

I swear it's that PCIe 3.0 boards are backwards compatible and will work with PCIe 2.0 cards, not the other way round. Like SATA I mean.

Using a PCIe 3.0 7870LE with a ASUS M5A99X right now. It would be silly if that was the case as AMD has yet to implement PCIe 3.0 in their processors.
