The server is being overloaded, its pretty obvious too...hundreds of kids are trying to join a server, I mean what do you expect.
The reason why you cant get on is probably because of your local. Honestly turn your RGH/JTAG off for a while, do something else than try in a little bit.
its a hit or miss situation, your going to have to deal with that unforchanitly.

The creator of the tool says that exbls server ip's have changed and that teh tool does not work. It says normal xbls is up and it's not :facepalm:

I get mine working all of the time, have not had any
problems booting the EXBLS plugin.
