Download XeX Menu. Put it on a USB as well as Dash Launch and a Launch.ini with no plugins set. Take out the HDD and put the USB in. Your Xbox should load just fine now. From here just load up Dash Launch and uninstall it. Remove the faulty plugins and now put the HDD back in. Problem solved. I had this same issue so PM me if it didn't work.
