I Plugged in my laptop and it said Plugged in, Not Charging. It says to ensure that the plug is connect fully, and to plug in a 65W charger or higher. I have a Dell Inspiron 5520 and im using 130W charger.

The battery or charger may be broke. You know what you must do.

Try to find a charger specifically at that wattage or the official charger for the laptop.
