Have you put the .xex and launch.ini on the root of your HDD and put the xex as a plugin?

You have to set the XBLStealth.xex as plugin in dashlaunch.

My internet is currently messing up so I can't find the original post that's on here somewhere, but I did save the link in notepad a few days ago. Move all the files into the root of the hdd in xex menu or fsd,(ALL of them!!) then put the three xex files as plugins in dashlaunch. Make sure XBLStealth.xex is set as plugin 1...Now save the launch.ini settings and exit dashlaunch. For me, nothing popped up like it does for some people. Turn of the xbox and restart it. Right now (August 10, 2013 6:14pm central time) it will NOT boot up meaning the server is down or overloaded etc.. You will know this if the xbox freezes at the boot logo for over 5mins and shuts off or tries to restart. (mine just shuts off)..Try again later, when it DOES work, a popup should say "xbls fully stealthed" and you should now be on the xbox live dashboard with all the ads, and can now login.

It took me a whole week to figure this out, simply because no one was giving the other files in link with the xbls.xex file. HUGE headache. Also, delete any other launch.ini settings saved to external harddrives so you can rule that out as something wrong.
