I have a nexus 7 and it's great, I love it. I haven't had the chance to use the Samsung galaxy tab however, but the nexus is all around great.

Always go with a Nexus device over any other.
The reasons for this are that you will get the OTA updates as soon as they get rolled out to your region. (I got 4.3 on my Nexus 10 2 days after the update came out.)
The Nexus 7 also gives you more "bang for your buck" and you don't have to deal with Samsung's crappy TouchWiz UI. After using my mom's Galaxy Note 10.1 compared to my Nexus 10 the Galaxy seems sluggish and lacking in power due to all of Samsung's OEM bloatware.
Here is a specs rundown:
Nexus 7:
323 PPI
1080P IPS display
Quad-core Qualcomm Snapdragon S4 Pro @ 1.5 GHz
Adreno 320 GPU @ 400MHz
2GB RAM
.64 lbs
1.2 MP Front camera, 5 MP rear camera
Android 4.3 (Nexus device)
Dual-band Wi-Fi (2.4GHz/5GHz) 802.11 a/b/g/n
Bluetooth 4.0
NFC (Android Beam)
3,950 mAH (Up to 9 hours of active use)
Wireless Charging built-in (Qi compatible)
Galaxy Tab 3 7 inch:
1.2 GHz dual core
1GB RAM
Android 4.1.2 Jelly Bean
3 MP rear facing, 1 MP front facing
There's no comparison, the Nexus 7 is better in terms of display quality, Power, and it's just overall better.
Let me know if you have any questions.
