Me and my mate were doing lisence transfers and he accedently lisence transferd with the wrong account and now has to wait 3 monts is there any way to do a lisence transfer again before the 3 monts or to undo it

No, there is no way to undo this, otherwise the feature would be abused. You will have to wait until the next transfer becomes available i'm afraid.
