I was wondering I were to use an AMD Radeon HD 7540D graphics card, if I could play minecraft on med-to high settings.

Medium to high? Probably not. As much as Minecraft isn't a resource-hungry game, we're talking about an APU here, unless I am horribly mistaken. Since I cannot personally confirm it, I can only give an educated guess in saying that you may be able play minecraft on low settings, and that any higher would result in lower FPS..

It does help the integrated graphics on an APU to have fast RAM, what are the specs of your system?

Not all APUs are terrible. The A10s give reasonable gaming performance.
