i was wondering of anyone else purchased rp form this site and got there rp as i have not received mine and he closed the site down the sites link was [ Register or Signin to view external links. ]

that is why you never buy rp off a site that is not Riot. even it was a little cheaper. Now you simply got scammed and probably won't get your money back

Only way to get RP is actually buying it from the LoL Client, as far as im aware

You should never of even bothered. Stores and the client should be the only places you even consider buying rp from.
