You need the free downloadable content called Ninja something or just ninja.

EDIT: Download the content then you start a game, he'll join session then you have to accept that he can come in by pressing one of the D pads when asked to.

start your game , when you first get to the safe house invte him and he will be able to play

You simply start a game and once you are past a certain point in the game (does not take long) your friend can join session, or you inv him

Im pretty sure you need too play the introduction then after that you can invite him

Invite him after the introduction, and he should be able to join.
