BF3 will take what's available. It's been proven that you won't "run out" of VRAM in BF3 at 1080p with a 1GB card. You're not going to be maxing the game out with a 7770 and cards that can max the game out have the extra VRAM to handle it.

why is it whenever someone has a budget and they tell people that, but then people who respond always go over the budget?

Because it's often worth it to pay a little more, free stuff, and rebates.

I think you mean "sometimes." I rarely do it and sometimes it's well worth investing more.
If he were to go with a lower end card it wouldn't be any good for gaming even the next gen consoles would even be more powerful.
I could however suggest a 1GB model but I consider the extra couple of dollars for an extra gigabyte well worth it... and for the other reasons I mentioned in the topic. But that's debatable.
