I don't own the game on PC or I'd do it myself. Can anyone take my save file and change it to a PC file to mod some things for me, then change it back to a 360 file?
I've looked everywhere online but I can't find any tools that help mod skill points/levels.

Use here, they help people with modding. And no, there is no tools that do any modding for Skyrim that aren't crap barrel method tools or general stat mods.
