Yes. I would return it and spend an extra 5 dollars on a better one like a Corsair CX600 (although that might not be the best choice).
What is So Bad about RaidMax? I Know COrsair Is A VERY Reliable Brand but They are A Little OP...

Raidmax basically just are allround poor quality PSUs. They often fail to meet power requirements, are inefficient, suffer from ripple, often have low amperage, blahblahblah. You get the idea.

How do you tell how much your computer is drawing? and So If I Ordered From NewEgg I Can Return and Get My Money Back?

You should be able to return it and get a refund if it is repackaged and in good condition.
If you spend an extra 15 dollars you can get a good PSU.

For the amount of watts you need I can't offer any other PSU than the CXM 500w.
XFX doesn't cut it for me. Corsair is both trustworthy and reliable, you won't be disappointed.
