There's 2 main possibilities:
1. When the alarm was going off, that was either signaling that the time period was war time.
2. The alarm signaled Zombies were coming, and they were in the middle of the Zombie apocalypse.
So when Eddy says 'I wish they were real...' he wishes they were real because they need a hero to save them from the apocalypse. Then Samantha says 'my dad has a plan' which means he has a plan to create super soldiers to help them win whatever war they are fighting.

Well I think that my theory was correct that Samantha was just telling a story which is basicly what she was doing
