The only thing this will run smoothly is a video at 144p. You must be having a laugh with this PC. The Celeron is so out dated it's not even funny. The GT640 wont run anything at all. With this budget you should eb looking at an AMD build, like this:

It doesn't really matter if you can't overclock. It only matters if you want to overclock. If you're getting a board that you can't overclock on get a CPU that you can't overclock on as it will save you a bit of money 9 times out of 10. This also means you wont need an aftermarket CPU cooler. If you get an ATX board with two PCIe x16 slots you shouldn't have any problems with the x1 slots.

The CX430 will be fine for your build. Power supply's don't really have different sizes for different boards. As long as they can provide enough power they're fine. I wouldn't be doing high overclocks on that board also, as it won't handle it as well as a higher end board.
