Plug it into itunes and restore it that way... if that doesn't work then you will need to do a hard reset by holding the buttons for a series of times.

You should put it in DFU mode and restart the process

1. Hold home button and power button till phone turns off
2. Let go of power button while still holding down the home button for 10secs
3. When your pc detects the iPod let go, and there you go

My phone was stuck like that too. And everything on youtube wouldn't work. But theres this program that like restarts your phone idk exactly what it does but it worked and I didn't lose any of my apps.
