Depends. I have met 5 year olds more mature than high schoolers. Age does not have anything to with it. Experiences do, which come with age. So, maybe it is a factor but still.

I'll strongly agree with the points you've made, And plus dumb kids are most likely to copy the things they do in video games. Where as I think a sixteen year old who is mature should be able to play a 18+, at least most teens don't trash talk and ruin games with their squeaky voices.

well it depends.. we were all there... we all had to ask our parents to purchase the M rated game for us... it all depends on how old you are... I think anything younger than 13 is too young... 13 is pushing it for games like GTA....
to be fair I think if your old enough to drive your old enough to purchase an M rated game. I can rent them from my local store but cant go to game stop to purchase it.

Agreed, those games get rated M for a reason, the shop keepers shouldn't sell to those kids, but when the parents come buy it for them it's hard to say no since you can't know who the game is for.

the ban option is nice but it would ban the half of US and UK players from the game and their is a possebility for abusing it

If they had that opinion than sells would go down and gaming company's are not that stupid to lose 80% of its fanbase.
